“As countries seek to innovate to avoid middle-income traps, all governments especially those with limited resources need to be sure that their investments boost both efficiency and productivity, benefiting their economies and people, and move to a knowledge-based economy,” Vice President for Knowledge Management and Sustainable Development at ADB Bindu N. Lohani said as quoted in a media release from the bank.

Creative productivity is an important attribute for knowledge-based economic development and the new index gives policymakers a unique tool to assess how to best foster innovation and creativity. While measures will differ by country, policies that make it easier to set up businesses and create flexible labour markets would benefit everyone, as would greater investment in education, skills, information and communication technologies, as well as internet access.

Sound economic development policy of the Lao government may also attract survey makers to put the nation on top of the index.
Over the past five years, the Lao economy’s growth rate has been at least 7.5 percent a year thanks to the government policy to use natural resources such as mining and hydropower to help fund and develop human resource and other sectors.
The government also has a policy to process natural resources before export to world markets as part of efforts to add more value. The country has also opened a number of special economic zones, allowing the private sector to take part in zone management as the government had no budget to build infrastructure in the sector.

The complete rankings from one to 24 are: Japan, Finland, South Korea, United States, Taiwan, New Zealand, Hong Kong, Australia, Laos, Singapore, China, Indonesia, Malaysia, India, Thailand, Vietnam, Kazakhstan, Philippines, Sri Lanka, Bangladesh, Fiji, Myanmar, Pakistan and Cambodia.

จากข่าวอันนี้ ก็ถูกต้องที่ลาวมีอันดับ CPI สูงที่สุดในกลุ่มอาเซียน โดยสูงกว่า สิงคโปร์ มาเลเซีย ไทย แต่การตีความอย่างนั้นโดยไม่ดูรายละเอียดด้านในก็อาจทำให้คนอ่าน หรือผู้วางแผนโยบายพัฒนาประเทศ เข้าใจผิดพลาดได้ เพราะแม้ลาวจะมีอันดับ Overall สูงที่สุดในอาเซียน แต่ถ้าไปดูตามรางการจัดอันดับปัจจัยพื้นฐานต่างๆ 36 ด้าน จะเห็นว่าลาวมีความพร้อมตกอยู่ในเขตสีแดง หรือ Low คือมีความพร้อมด้านต่างๆยังไม่ดีนัก โดยจัดอยู่อันดับที่ 23 จาก 24 ประเทศ

Be careful when you say CPI:

1. CPI = Creative Productivity Index

2. CPI = Consumer Price Index

Both are completely different and the second one is very common to people referring to Consumer Price Index

You want see those thing becomes reality, you have to tell the government to fight corruption and save money to build the country's future and I know it is impossible to be that because the leaders who run the country don't know what they are doing since they opened up the country to world. Lao earned billions of money in US. dollars per year from tourists, sale nutural resources like gold, copper, energy and so on. And we don't know what the gov. is doing that money. The center government or whoever is in charge of financial institution has to be strong and forsee all finance leakage and money laundering inter government patry. According to Lao's economy has continued growth 6-7.5 percent every years more than neighborhoods in the region and the government still short of bugets every time. Think this way, when the economy is growing the country must earned high income each year, and the govermnent has to have the money to inject into economy that makes country gets richer. Lao has protential to get rich because has rich it's natural resource and beautiful landscap, but I don't know party governments run country for themselve and their family for getting rich and remain in power for many year to come, in stead, governments help to rescure the country and the people out of poverty first. The finances leakage and money laudering between party government that kills government's bugets shortfall and cannot to build of anything you just mention above these.

According to Lao's economy has continued growth 6-7.5 percent every years more than neighborhoods in the region and the government still short of bugets every time. Think this way, when the economy is growing the country must earned high income each year, and the govermnent has to have the money to inject into economy that makes country gets richer. Lao has protential to get rich because has rich it's natural resource and beautiful landscap, but I don't know party governments run country for themselve and their family for getting rich and remain in power for many year to come, in stead, governments help to rescure the country and the people out of poverty first. The finances leakage and money laudering between party government that kills government's bugets shortfall and cannot to build of anything you just mention above these.
