This is not a lao language. Its from A Thai TV and Thai teenagers slang languages. It became famous in Thai people and it spread into laos especially teenagers one.
Ohh by the way, I really don't think it a thai standard language either. this kinda slang come and goes.

When I was in Laos for my first blind dated they talk to me and I was like what? There is no such thing.
I think so, because everybody is watch Thai Tv day/night 7/24.
Now I kind of get it how all these slang are existed!
And that's how languages develop. They first start out as slangs, and if their use is maintained for a long time, those slangs might become a part of the standard languages.
