Laos has 7 m population. people who uses the cellphone is probably less than half?
let 's say if the number of mobile user about 4 millions, this number is it small for mobile manufacturer to think about the market?? i think that the real number of cellphone users is still a little compared to another countries,in particular China or the country uses english or spanish.
the law can't control the overall import must be installed lao keyboard or software, because the law can't order the manufacture such as apple or sumsung to preduce the cellphone with Lao language.
there are 3 ways that the user can be able to use Lao laguage on cell phone
1. The manufacture itself install lao language due to the demand of consumers.
2. the cellphone opens the factory in Laos, which means the cellphone will install lao language automatically
3. To use a software or root the phone to allow to read lao and type lao, this way, many users use it now, but with some type of cellphone.
Again, Lao people are trying to ask for something inefficient in the economic sense.
The reason why they do not put Lao language in mobile is simply because it's not worth doing so.
Few millions users with lower than world average income would have not much purchasing power. Moreover, Lao people "get used to the less variety of products" comparing to their richer neighbors. So they tend not to choose that much. As a result the producer will have no incentive to put Lao language in the mobile "because they don't care YOU." In other words your purchases dont add significant value to their companies.
Remember, the business decision making is relied on the capitalist, not the socialist. So they don't care how much you love your country. They just care about the profit. By forcing the producers to put your language in it means that you are distorting the market which at the end will create losses in welfare(just like Lao gov always intervene the market and always create failure). This is obviously not a desirable outcome. You should learn to get out from your perfect socialist world and learn how to live in Capitalist world more.
