You miss the point. Look at those countries with a higher paved road rate, they are more densely populated and are developing countries.

Look at Sweden, it's a relatively large country but is less densely populated. Besides, are the Philippines better off than the USA and Sweden???? NO.

Laos not only has less roads but also those roads are more recently constructed. Those unpaved roads will be paved.

 Yeah ! you can do it but with an awful dragging step like a disable turtle and with excessive expenses : large forest with valuable high quality wood are vanishing from our dense forest area and AU ores are going away from Laos and you said  " We can do it !!"
