That's really a dumb mentality. It's like: "Don't worry, be happy, other more developed countries will come to help us educate our young and our country will become developed."
It's so backward, primitive and irresponsible. The answer is NO. That type of mentality only helps other countries to continue to exploit Laos and Lao people while only a very few Lao will become corrupted and get rich. The point is that the government has already acknowledged that they have produced useless Lao students who have graduated with a low level of education among ASEAN.
In 2015, the government has said they have to bring in more than 70,000 skilled workers because Lao workers have no necessary skill and the foreign investors don't want to waste their time training young Lao with a very low education level.

Communism and its lao leadership have caused Laos and its population a huge unknown amount of lost opportunities as far as development of its human skills and its natural resources. Since the inception of the new regime, the lao leadership has not have much to show that it is capable to bring the country up to or near the level of the efforts of its surrounding neighbors. The above comment in red is a clear sign of a desperate hope about the ability of his/her communist leadership to lift the country out of its poverty status. All the names of the countries mentioned, their leaderships have adjusted the national policies to somewhat trade
with the rich, free, democratic and allies of the West.
