It is in their blood and their gene . The people who are poor, no matter what and which country they are living whether a capitalist or communist country , they are still poor because they are low educated people.
The Vietnamese are known to be highly motivated people. They are very disciplined and hard-working, which explains why they are much more successful than Lao and Cambodian people wherever they go. There are many Vietnamese in Europe. They were first looked down upon in the Czech Republic and Germany, but the younger generation are now doing very well in schools and Universities where they are at the top of their classes in these countries. In France they perform even better than the French students.
Look at this Viet guy, he was once a Vice Chancellor of Germany under Angela Merkel not long ago.

Both of you OP above made some misunderstandings about the differences in educational successes between Lao and Viet overseas.
Yes, Lao kids tend to be lazy but they are not "ປືກຫລາຍ" like you said. It's the mentality and how the kids are brought-up. The Viet kids have been taught by their parents to be hard-working, disciplined and determined to get higher education degree, it's their ultimate goal. Most Lao kids also would like to succeed, but they are not properly supervised by their parents at home. The parents themselves are easy-going and undisciplined. Some parents even want their youngs to stop school and to come help them at home. It's very short-sighted.
However, the difference in the successes of Lao and Viet refugees varies between countries. In France, most Lao people have a higher education and a higher living standard levels than Lao people in the US. This is because Lao in France came from a middle class before 1975. France accepted into France primarily Lao people who could speak French or knew some French. As the parents are educated they are more likely to be good guidance to their kids to succeed in school. The same situation is applicable to Viet and Cambodian in France.
For comparison, in the US most Lao refugees were former soldier families and farmers and most of them from Southern Laos. I know Lao people in the US who are engineers and doctors. However, I know that a lot of young Lao in the US are former drop-outs and gang members who got into troubles and make Lao people look so bad. Poor parents are less likely to help guide their kids to study hard and to finish higher education. Therefore, young Lao in the US are far behind other Asians in terms of education and successes in middle class. For comparison, the Viet are more successful and are catching up with the Chinese and Japanese.
