When a good idea has not been materialized, it has become just a propaganda. The government has already acknowledged they have missed the target. It's much and much more difficult to plant trees than to cut down and sell them. You cannot continue to pretend that you are re-foresting the country while you allow ongoing illegal logging and destruction of existing Lao forests. You just create an excuse to tell Lao people not to worry too much about those Viet trucks carrying big Lao tree trunks toward Vietnam because the government has been planting more and more trees, blah blah blah. It's just a bogus excuse to dupe Lao people. It takes hundreds of years to have the large trees that still exist in Laos today. These trees have disappeared from most countries in southeast Asia. The Viets know that very well.
