The north Korea have been ruling by the dictators from the grandfather to son and then the grandson who don't care about the well being of their people unlike south Korea the leaders and government are elected by the people. Any leaders who are not elected by the people are corrupted and selfish and will do any thing to stay in power.

Laos has more natural resource than south Korea and Singapore combine such as wood , copper , iron , gold ...etc.. Laos is also a very beautiful country and it is a very good business for tourism industry . Laos is poor because of corruption and failed system. The communist system does not work that is the reason why the Soviet Empire was collapsed and the Berlin wall was torn down . Cuban and north Korea are still under developed and the people are still living in poverty after six decades ruling by communist regime. That is why China went back to capitalism and allowed the American investor to invest in China and open market with the west.

Take a look at Rwanda(also a landlocked country just like Laos), they return from almost a failed-state after the genocide in 1994 into a country with knowledge-based society with the hope(if growth rate continues to be the same) to become a middle-income country by 2020. So it's not a matter of time, but it's a matter of how the top leaders manage the country.
