Proud???? of what???? It shows clearly you have not been in Vientiane lately. Vientiane has become one of the traffic-jammed, noisy and polluted cities in Asia, especially during the rush hours. There are more and more cars and few narrow roards. The folk don't know traffic rules, disciplines and manners.
Get rid of those noisy, polluted and dangerous tuk-tuks. Increase taxes on new cars has not helped because Lao people save their money and buy cars to show off rather than to invest for the future of themselves and the education of their children. For comparison, the Vietnamese and Chinese in Laos work days and nights and save every penny, and within a few years they become owner of small stores and then expand their businesses and becone richer and richer and more educated.
