I completely agree with this comment. Learning English is something you have to take a lot of time practicing on your own. I never attended formal any formal English classes besides weekly 2-hours class when I studied in NUOL because I was so poor but during that time I could confidently say that my English was probably much better than those year-4 or year-5 from English department.
I knew a guy who applied for AusAID scholarship when I was in year 1, He studied in year-5 and was about to graduate. We both passed through the IELTS test stage. I got 5.0 but didn't get the scholarship. That guy got just 3.5 and got scholarship..
Don't feel bad my English is suck also. But I don't have to work for any body , I am self- employ and I make more money than a lot of people who speak and write better English than I am. Doctor Thaksin former Thai prime minister , his English is also suck but he is very intelligent and how to trade and make a lot of money.
May be his Englsih skill is not qualified with the post that he applied for. However, I believe the two interviewers did the right thing as they are the owner of the company.
As my observstion, the announcers in SEA Games 2009 did not only graduate from NUOL. Most of them spent their lifes in abroad and had a lot of chances to study and practice with the real native speakers. So, that's why they have geat accents and even much better than their teachers in DDk, Nuol

I don't see any foreigner company hired Lao people who's graduated from NUOL with salary $2000 usd per month. If compare to Thai Baht is about 66,000.00baht per month. Thai people who gratuted with master degree from U.S. and or from Europe and working for the foreigner company in Thailand not even getting close to $2000.00 usd per month.
