Yes she did said tha she was born at refugee camp in Thailand for her personel reason. She may doesn't want to tell the world that she's be part of Laos citizen if she was born in Laos. She claimed that she born in Thailand may be for her future business in Thailand.
I watched her interview on youtube also and she said she wasn't remember much about inside Lao refugee camp in Thailand, she's about 3 years old on that time.
No body know her real story, but her age and the year of her parents came to U.S. are not quit to closer matching.
I was up there in Montreal last week and talked to him my self at feneral home. I didn't remember him mention that about arrest some high ranking officicers in Laos at all.
You guys should do research on her background carefully before guessing. She said she was born in a refugee camp in Thailand. After about one year, they moved to the Philippines and stayed there for six moths before coming to the US. From other slource, she said her name Nitaya came from the name of a Thai nurse who took care of her labor and delivery.

She and her family have always been very proud of their Lao heritage. Look at one of the videos, she proudly show how to make TUM MAK HOONG at home.
Whatever the outcomes of the contest, i.e. being or not being in the second round or among finalists, I am already proud of her to represent us Lao people. She is the second women of Lao descent afterthe other Lao woman who was crowned Miss Asia America in 2009.

any Govt in world if they want get rid of some body Govt find the way to do it . but it is true would sad and set back for the country to move forward on developing
