No one can't call PRA-NA-THARN without the king had given to. During Royal of Laos had a few people received nam-ma-yoth pra-raj-jar-tharn from the king like: Phouy Sananikone, Sisouk N. Champasack, Pheng Phongsavanh, Tubi Lifoung and Leuam Insisiengmai.
The people didn't received " nam-ma-yoth, pra-raj-jar-tharn " from the king they " THARN " only, here sample: Tharn Soth Phetrasy, Tharn Deuan Sounnarath, Tharn Kaysone Phomvihanh, Tharn Kham Ouane Boubpha ete....
pra-na-tharn is not rajah sub brother but it relate to the king. there are 2 words connceted: pra +arsanar = mean a king's horse or king's pha-har-nar. arsanar= it came from arsanai arsanai= is a horse. they cut arsar off and kept nar only word to add with pra then those 2 words are connected pra-nar then they added tharn next to that word and then came out pra-nar-tharn.
other sample: tha-na-khane. they took tha-na-batt + ar-kharn = tha-nar batt-ar-kharn but they cut batt and ar off and added all the rest together to be one word: tha-na-khane.
par-nar-tharn is a person who's working for the king or other meaning is phu tang teen tang meu khong kasad.

You're right '' pra-na-tharn " is not rajah-sub but it's " nama-yoth " that the king had given to ( name pra-raj-thanh in lao ). I haven't heard lao pdr called '' pra-na-tharn " during 1975 to 2002. from 1975 to 1985 they called every one from bottom to the top rank ( phu-num ) as " sa-hai ". from 1986 to 2002 they up grade and changed from " sa-hai " to " tharn " for the people with hight rank like people in " sama sik phuck "andfrom 2003 they changed " tharn " to " pra-na-tharn "
They didn't call any one from king family " pra-na-tharn " they called " sa-deth ", and thai never use pra-na-thar to any body because it is not thai word or thai language. thai call their top rank govt. as " NAI " and " THARN "

Pra-na- tharn Inpeng Souryathai was received Narm-ma-yoth from the king. King SisavangWattana had given him as PRAYA also. Most people know him as PRAYA INPENG SOURYATHAI. You're right, some they called him Par-na-tharn Inpeng.
simples solusion.just use buc for male and e for female.no moore argument so everyone equal, no cast system. one thing i still not understand why lao pdr do not use sahai word as they often use befor they came to power.
Where did you get that from? I mean your lao writing in red. PRA-NA-THARN is NAMMAYOD from the king given out to a high rank person who have KHKHOUN NGAMKUAM DEE for the country. Do you know how many people had received PRA-NA-TARN during Kingdom of Laos ara? There wasn't for every ministers all hight rank people.
From the low level people ( civilian ) had NAMMAYOD PRA RAJ THARN from PRA CHAOMAHA SIVITH there's start from: KHOUN, MEUIN, SENE, PHIA, RAJA.
For high level people: PRAYA.
PRA is proper name that relate to SATHABANH KASAD like: PRA BIDA- PRA MANDA- PRASAMEE- PRA MAHEISEE- PRA OROTH ete....
A word PRA can't use with the country's not ruling by the king.
