First I have to say sorry to break the rule of Samakomlao as my computer connot type Lao, please forgive me that.
According to the topic, I would like just to make a contribution on my opinion only that if I were the Lao government, I would say NO because (1). if they have good living condition they would not like to be backed to Laos; (2). They are have not been a part of developing our country, and (3). that was their choice... What about other comments????
Here the story of those Laotians in Ubon Thailand:
They escaped from Laos in the early 1975 to 1986. They did not register with the world refugees agency as same as the others Lao refugees. They don't want go to the third countries like the others. They stayed with their Thai Isaan relatives, counsins and friends along of Mekong river to regroup and fight back to re-take over Laos from Laos PDR.
If I am a leader of Laos PDR, I'm not pardon and not welcome those people to return to Laos. They are not the same Lao refugees who are now in the third countries. We all knew who they are, just let them be.
