Nope, Human Capital Index is different. I think they compared from the result of the questionnaires at the last section of the report.
My question is where were the questionnaires taken, private or state schools. It must be true if the questionnaires were taken in private schools like American or Rattana Colleges and it will never be true if they were asked in state ones because most of students from there do not even know how to search for data in internet.
