hahaha ! only 59 % of lao population have latrine in their home others go to the nearest forest or to the river ...

You are talking about after WWII.
After the French colonization, we depended on France for education and everything. That was several decades ago.
Now, Laos is an independent country, as are Vietnam and Cambodia. Each on their own. We cannot depend on others forever and should now be on our own feet like the Japanese, Korean and Chinese.
There really no FRIENDS at all. If you think you need friends you will be exploited of your natural resources and forests as the Viet have been doing to Laos. Only weak people want "friends".
Laos should cooperate with all its big neighbors for its growth and development, including China, Vietnam and Thailand.
