yes i agree the old regime kin kin bor mee pathed you nor.
The truth is about the exile government officers , they lost the war and escaped otherwise they will be killed or put in the prison. The people who corrupted , are still in power and living in Laos who paid cask for their expensive cars and big houses and have millions of dollars in Swiss bank. There a few rich exile government officers but most of them are poor and living on food stamp program and welfare or living on their pay check after pay check . They are jealous that they see the corrupted ranking Lao government officers became the millions today.
I think that corruption can not solve the problems still spread througth anywhere from top to the bottom. As you can see and hear that laos have corruption laws, but nobody obey the laws. They can pass any corruption laws they want it. But reality is, no ones respect the laws and nobody wants to enforce the laws, that is problems with laos and lao citizens are still very poor today. I feel that it does't make any sense to me. Laos is rich national resouce and low polulation if laos government can enforce the corruption laws and less corruption power people. Laos will become richest country by sale national resource in southeast asia today, instance, laos government sale national resource for their own pockets. They don't think to built the first country. if the good leaders they have to think the country and citizens first, then theirselve. As you know that many people have power rank in laos they always have nice houses and nice cars because they sale national resouce that belong to the country's treasure. If laos government can manage all national resource and fight corruption people and put their all in jail, then laos will rich country by now.
Old Royal government was builted Victor getway, and I remembered in champassak city(Muang Champassak) there was nice 16 story building office building builted Europ style by Prince Boun Oun. Nachampasak and the city hall almost finished, then communist Patlet Laos took control in 1975 and restroyed all the two building. They said they gona build nice new building lao style one to replace it, but it never happened.

You talked about 37 years ago at that time, Laos was at war and no time to develop the country . If you want to compare why don't you just cross the Mekong river and have a look , how far Laos is behind Thailand . Thailand has the railroad about 100 years ago .Today Laos still doesn't have one.

The old government could not develop too much because of the war but they built the Monument ,a Dam and few government building and some bridges and some were burn down by north Vietnamese and Pathet Lao. I was only 12 years old in 1974 and still remembered . $1 =500 kip. 4 Thai Bath =100 kips. There were no thousand of Laotian went to Thailand looking for jobs like today.Only Thai Esan came to Laos to work as maid at that time. No Laotian prostitute go to Thailand like today and no Casino and very few crimes. Today it is the other way around. And there were very few Vietnamese unlike today there are million of Vietnamese in Laos today.
