if the university wants to be more famous, just to offer the Honorary degree to a famous leader to promote its reputation ,I believe Mr deserves to get it for what he did for his duty for the country.
This is maybe what we call a "diversification" of diplomats within the LPDR. As you know some Lao ministers have been awarded their diploma from Vietnam, now another Lao minister receiving one from Thailand. Any minister has received a diploma from China yet? Did they write a thesis and then defend it in front of an audiance at a university in those countries?
Before 1975, many Lao students from Lycée de Vientiane performed very well in their class, not necessary the students of Viet parents. Many Lao students who went to study in France finished among the top in their disciplines. There were Lao engineers and doctors graduated from France, Canada and Australia.
As for young Laonorks from Lao refugees, you tell some truth, especially for those who live in the US, but not to the same extent for those who live in France and Canada. In general, sad to say but our Lao people lack discipline and hard-working mentality that the Chinese and Viet have. We spend too much time and money to celebrate festival and party, we have no business-oriented mind. Many parents leave their sons and daughters by themselves instead of encouraging them to study hard, like the Chinese and Viet do. Our young end-up dropping out and joining gangs. There are some good Lao families with ingeneers and doctors, but we are far behind the Chinese and Viet. Statistics tell it all. Very sad.
These PhD Certificates that Lao officials recieve from their neighbors like Vietnam, China or Thailand are the same as toilet paper. Pointless and useless to give to these bastards when all of them are corrupted blood suckers from Lao people

What is the difference between the toilet paper and the PhD certificates?
