Maybe the business's owners brought a master movie from Thailand and the dubbing voices come with the film, I guess.
If my guessing is right, the business's owners may not want to pay more for hiring lao vocalists to dub the voices in lao language because most laos can understand Thai language so there's no need to invest (or if they invest, the burden will be thrown to the film viewers, that means the cost of movie tickets will surely be higher).
Anyway, if the lao consider the matter serious, you can join hands in sending the request to the business's owners to make lao voices dubbing in films, I'm sure they will listen to you because their business depends on you.
