I believe the 2 women already finishing greeting job that's why their hands position is like that. In the picture the following person who does the greeting gesture is the man.

Lao people in oversea and all new Lao generation who's born there have very nice " NOB " than Lao lady in red. Look at her eyes and her smilling then you will se she's " NOB " back to Mrs. Clinton.
Some members here are so childish and cannot even understand the process of NOPE and talk nonsenses.
Madame Clinton NOPE each of the three Lao ladies and the Lao man one after another. You NOPE the person directly in front of you. This means that Clinton kept her hands in a NOPE position from the first Lao ladies until the last Lao man (from left to right). On the other hand, each the Lao ladies stopped NOPING when Clinton turned towards the next person beside them.
Accordingly, you can easily compare the position of the hands from the first to the third Lao ladies to see how the NOPE were UNDOING in a time-course manner.
The most important thing that you can see in the pics is the expression in the face of the three ladies. How happy and genuinely and graciously welcoming they showed themselves to Clinton. I am so proud of them!!!
Now i understand why the US government provided just very little funding to the MIA-Missing in action project in Laos. They don't actually want to find the remains of their soldiers as the government does not want to pay for thier famil'es who lost life in Laos and Indochina war.

Be nice to woman and this lady as she is such a nice and loving Lao lady who i met her personally. I think your mother also share the same sex with her, your wife and your children. So as i said, Be nice to people no matter where you are, Just because you are in the US, Canada or else where among the developed countries that does not mean that this such talks and comments prove that that you are already developed although your body but sadly not your heart and mind.

Don't blame on lady in red, I watched video clip and saw her two hands was together with beautiful " NOB ". If we want to blame just blame that they shouldn't keep their hands up with their fingers crossing eachother. They should dropping their hands straight down after " NOB ".
