We all know. Everybody know. Children know about it. Then you think the people who have power do not know? I don't think so. They just turn a blind eye on this problem.
I am really sick of it. Everytime I need to sign some document in provincial office. EVERYTIME the person in charge tell me.. "The boss is busy for the whole week, must wait for a week or two... but if you need it so urgently, i might be able to help you".
Think about their salary, how much they get in 1 month??? To be able for them to survive in real life, Laos government must do a survey, let take a basket go to the market a buy basic things for living. For family with 3 children or 2 children or 1 children or 4 children, for single then with that survey they could set out salary for them ( the public servants ). Otherwise they must find ways to get extra money for themselve to survive.
Let say in western countries your wage or salary always support your family and you accordingly. A worker with family and children will pay less tax than a single worker that's why after nearly all expenses they still have some money in their pocket, if Laos can do it then the level of corruptions might change, otherwise you have to learn to live with this problem.

Let say their salary is 700 000 kip a month, a bold of noodle about 10 000kip to 15 000 kip if they eat noodle every morning for their working day, 15000X20=300 000kip not much left isn't it. How about Lunch and dinner what do they eat? and other expenses????
1000 percents correct as well as minister of industry and commerce, they try to do obstrucle from officer untill high ranking official, beg for money are their strong point, consumtion price control its their responsibility but they never do it. eg; oil price, consumtion food price.
