anybody can lie to anybody now a day, because lao people tend to believe others so easily, that is one of the reasons why we lost our country to Viet Cong-Lao Deng.  And Anyone can also say they are a doctor of this and that... an example is William Bouarouy saying he is a doctor with 5 PHDs from Lycee. But excuse me, i didn't know that Lycee give out PHD at that time.  If you really dig down to the root, i think William Bouarouy is also full of **** too by lying to Lao people around the world.  If you go check out in every Universities around the United States for the name William Bouaouy graduating the year he had stated You Will Not Find His Name at All!!!!!
