Nahh It isn't about the money, In Laos, Certain area the govement couldn't reach because it too far out especially the town that closed to Thai side. I knew sometowns in the Southern and Northern Laos still imported electricity from Thai side because it cheaper than to put out the newline...

Can I say the government is so stupid and incapable?
They are very good at asking money from other country to build roads, stadiums, parks, etc....and take some portion in thier pockets
The point is Laos is selling a lot of electricity to Thailand. However, sometimes it's more practical and cheaper to import electricity from Thailand to some areas of Laos that cannot be easily reached unless you spend a lot of money to build necessary infrastructure.
