They are both unpalatable. Although many developed nations have gone through period of dictatorship to achieve economic prosperity because there is a rule of law. Once the middle class is developed ,those countries then are able to transition to constitutional democratic rule.

It wasn't George W Bush (43) when the Berlin wall came down. It was his father, George H Bush Senior(41) he carried Ronald Reagan conservative hardline and presure the Soviet Union eventually collapsed...because they couldn't compete with the United States... as for brother Sisouk, he was a former soviet Union student and i'm not surprise that he's on the Russian side...

TREATY OF FRIENDSHIP AND CO-OPERATION

THE SOCIALIST REPUBLIC OF VIETNAM
AND THE LAO PEOPLE'S DEMOCRATIC REPUBLIC
The Socialist Republic of Vietnam and the Lao People's Democratic Republic, Fully aware
that the Vietnam-Laos special relationship, the unshakable militant solidarity and friendship
between the peoples of Vietnam and Laos and the great comradeship between the
Communist Party of Vietnam and the Lao People's Revolutionary Party, forged over decades
of common struggle waged in sharing joys and sorrows to win victory together over the
aggressors, and or cooperation and mutual assistance for the purpose of national construction,
constitute a precious tradition, an invincible force of the two peoples and parties. a vivid
reality and a law of development of the Vietnamese and Lao revolution Considering that to
strengthen the indefectible solidarity and long-term cooperation in all fields between Vietnam
and Laos responds to the cherished aspiration and vital interests of the people of each country
in the defense of national independence and socialist construction and conforms to the
interests of real national independence, democracy, peace, and neutrality of the other peoples
in Southeast Asia, to the interests of the world's peoples struggling against imperialism, and
colonialism old and new, for peace. national independence. democracy and social progress,
Reaffirming their loyalty to Marxism-Leninism and their will to continue to uphold the banner
of national independence and socialism closely combine genuine patriotism with proletarian
internationalism and do their best to defend and develop the Vietnam-Laos special
relationship so that the two countries, already bound together in their national liberation
struggle, will be forever bound in their national construction and national defense. Sharing the
view that the independent and sovereign line and the correct leadership of the communist
party of Vietnam and the Laos People's Revolutionary' Party. the tradition of close solidarity
between the two nations, the complete victories of the two countries in their struggle against
the imperialist aggressors and their goal of achieving socialism are the bases for developing the
Vietnam-Laos special relationship, In the spirit of the Vietnam-Laos joint statement of
February 11, 1976,
With a view to strengthening the solidarity, long-term cooperation and mutual assistance in the
cause of national construction and national defense, for the independence and prosperity of
each country, thus contributing to defending and strengthening peace in Southeast Asia and
the rest of the world,
Have decided to sign this treaty and have agreed on the following:
ARTICLE I
The two sides undertake to do their best to defend and develop the Vietnam-Laos special
relationship. to constantly strengthen solidarity and mutual trust, long-term co-operation and
mutual assistance in all fields in a spirit of proletarian internationalism and on the principles of
complete equality, respect for each other's independence. sovereignty and territorial integrity
as well as for each other's legitimate interests, and of non-interference in each other's internal
affairs.
ARTICLE 2
Proceeding from the principle that the defense of national independence and the maintenance
of national security are the work of the people of each country, the two sides pledge
themselves to wholeheartedly support and assist each other and carry out a close
co-operation aimed at reinforcing the defense capacity. preserving independence, sovereignty
and territorial integrity. and defending the people's peaceful labor, against all schemes and acts
of sabotage by imperialism and foreign reactionary forces.
ARTICLE 3
In order to Create mutual advantages assist each other to overcome difficulties to make the
most efficacious use of the material potentialities of each Country to build it into a prosperous
Country and to build a plentiful and happy-life, the two sides will strengthen their relations of
socialist co- operation of mutual benefit in agriculture, forestry, industry, communications and
transport, the exploitation of natural resources and other economic fields; wholeheartedly
assist each other economically and technically; help each other to train cadres, exchange
economic, cultural, scientific and technical specialists, and broaden the trade relations
according to a regime of special privileges.
The two sides will widen scientific and technical exchanges and Co-operation in the domains
of culture, arts, education, public health, information, press, radio broadcasting.
cinematography, physical culture and sports and other cultural fields.
The two sides will multiply Contacts between the branches concerned of the two countries to
discuss the realization of the programs of cooperation and exchange experiences in building
economy and developing culture.
ARTICLE 4
The two sides affirm their determination to see to it that the Vietnam-Laos borders will be
frontiers of lasting brotherly friendship between the two countries on the basis of the treaty on
delimitating the national borders signed on July IS, 1977 between the Socialist Republic
of Vietnam and the Lao' People's Democratic Republic.
ARTICLE 5
The two sides strictly respect and fully support each other's independent international policies.
The two sides endeavor to strengthen the militant solidarity and the relations of co-operation
with the fraternal socialist Countries; together with the socialist countries and the international
Communist movement, positively contribute to strengthening solidarity and mutual support and
assistance on the basis of Marxism-Leninism and proletarian internationalism; unceasingly
strengthen the militant solidarity and long-term co-operation and mutual assistance with
fraternal Kampuchea on the principle of complete equality, respect of each other's
independence, sovereignty and territorial integrity and legitimate interests, and of
non-interference in each other's internal affairs; support the struggle of the peoples in
Southeast Asia for real national independence, democracy, peace and neutrality, and establish
and develop relations of friendship and cooperation with the other Countries in this region on
the basis of mutual respect of independence, sovereignty and territorial integrity,
non-aggression and non-interference in each other's internal affairs, equality, mutual benefit
and peaceful Coexistence; support the struggle of the peoples in Asia, Africa and Latin
America against imperialism and colonialism, old and new and racism, for national
independence, democracy and social progress; support the struggle of the working class and
other working people in capitalist Countries for the right to well-being, democracy and social
progress; they undertake to do their' utmost to contribute to the Common struggle of the
world's peoples for peace, national independence, democracy and socialism.
ARTICLE 6
The two sides will have regular exchanges of views on the questions Concerning the relations
between the two Countries and international problems of common interest through contacts
between the party and state leaders and visits of official delegations and special
representatives or through the diplomatic channel The two sides will encourage the widening
of the relations between mass relations of the two countries. All questions concerning the
relations between the two countries will be settled by negotiations in a spirit of mutual
understanding and respect and in a fair and reasonable manner.
ARTICLE 7
The present treaty will be ratified and will come into effect at the date of the exchange of the
ratification documents which will take place at the earliest time in Hanoi capital of the Socialist
Republic of Vietnam. This treaty is valid for 25 years and will be tacitly prolonged every ten
years, if neither side notifies the other by writing about its intention to annul it, at least one year
before its expiration. Done in Vientiane, capital of the Lao People's Democratic Republic on
the 18th of July, I 977 in two copies in the Vietnamese and Lao languages, both the
Vietnamese and Lao copies being equally valid.
