I don't think this is just a blue print, dude, when those green fences were placed this thing is already set to go. Why all the rush ? Money to be made from the construction by the contractual company, obviously. Just another money laundering scheme by the officials that's all.

Unfortunately, the two new small buildings will now block the view of the fountain from Sethathirath street. That area will look more crowded and not pleasant.
