This thing also happens in Australia, sometime the Green light is on for pedestrians, and also on for traffic from the Left side, but THE TRAFFIC MUST STOP AND GIVE WAY FOR PEOPLE TO WALK OR CROSS THE STREET. Same in LAOS Turn right MUST STOP GIVE WAY FOR PEOPLE.
I Believe South East Asia countries have problems with Traffic Law, if we look carefully we will see Myanmar, Campuchia, Laos, Vietnam....have the same problems, people don't understand Law. In many western countries it not easy to get a Driving Licence, country like Australia it can cost you thousand dollar, before you can pass the TEST. That's why when people have the Licence they understand TRAFFIC LAW, let take an example for CAR, they don't allow CAR to drive very close to each other, must be in the space of 2 CARS, The same with Motorbikes. that's why CARS always stop for PEOPLE TO CROSS GREEN LIGHT OR PEDESTRIANS CROSSING....( MAR LAI ).
Have a look some other aspect of TRAFFIC LAW. in western countries. When you see Double Yellow line in the middle of streets or high way, that's mean NEVER TAKE OVER. because this path of street or high way is very dangerous to take over. When you see RED PAINT along side of streets means 100% not allow to stop or park your car, because avoid Traffic Jam.

Asia countries have traffic law problems seems to be all most the same, from India, Siri lanka, the worst is Bangla desh, because this country has more water than land, so there is not enough, roads or streets, Bangla desh virtually has no traffic regulation, when they report about Bangle desh you see tricycle or SAMLOR,, wondering among people, very sad picture. Majority of Asia countries have huge population, plus cities are not well organise, add more for traffic chaos. Many poor countries in South America have similar problems.
But after all LAOS must change the way they allow people to have a Driving License. First print a Traffic Law book, lay out all rules and regulations about Traffic Law and let people have them and take it home and study first before learn how to drive. This is the way many Western countries do.
I just saw a picture in public sharing, this sort of picture became a sense of Humour for many western tourists when they visit Asian countries, included Lao....girl on the motorbike and 1 hand hold an umbrella, no helmet. Traffic Law Crisis
