I don't think lao leadership can establish a good relationship with the USA - too much pride and too much grudges from the past that they cannot let go. Obama already knows what he will get to hear if he decided to go to Laos - an earful of complaints and badmouthing about the US roles in Laos from several decades ago. Vietnam has a forward looking policy and so does Cambodia. Both countries were also involved in that same war like Laos but thire policy making teams see no point in holding those grudges against the US any longer.

The reason Obama comes to Cambodia because Cambodia is THE CHAIR MAN of ASEAN meeting, otherwise Obama won't come to Cambodia, look at Australia how many time Obama already cancelled his visit to Australia. Also unlikely Obama will visit any country if he is not invited.
