You can't compare Num Ngum Dam and Saiyabouly Dam, this is totally difference ball games. Numngum dam is way inside laos territories and our people''Lao'' can do whatever we please with Numngum. But Saiyabouly is different, Building a big big and major dam block the flow of the blood vessel of the SEA Nations is castastrophe. and of course, I acknowledged that the spot where they'll build this Maga-project is way inside laos and laos pretty much have very right to do so according to Franco-Siam treaties back in early1900...But I 'd like to see PDR government sit down and think it over again about this project. and I completely understood that PDR government is trying to get Laos out of the poverty by selling power to surrounding neighboring countries. So if this project go ahead and build, and there is no doubt that its will be affecting a million of million of people who live down-stream like Thais, Cambodian, and Vietnamese. So I my self, have never been opposed what lao PDR were doing to get our country''LAOS'' out of the poorest list in the world. But this time I totally oppose it.....
I have no problem with buidiing dams on the Mekong but this is not the right time to do it. I side with the World Wildlife Fund suggestion that the dicision should be deferred for 10 years to give time for new technology to develop to harness the power of Mekong without significant damage to the environment. For Laos, the WWF also suggests that dams on the tributaries of the Mekong be fast tracked so that the country development will not be hindered. This is reasonable. Like the Nam Theun II dam, tributary dams does not requires Laos to have consultation with its neighbors and there are many dams that are still on the planning stage.

Build hydro power dam it doesn't means to blog all river they also need to use water to run turbine, they also build the canal for boats and fishes. With all due respect to you brother, May I ask ? Why do you think every raining season Laos, Thailand, Vietnam and Cambodia got flood all over the places ? Because China built a few Dams block the flow of Mekong River whe n the rain season they release the water that's why, and the country live on the down stream couldn't handle and unprepared this kinda thing. so when the dry season come they blocked the water for their owns use. I had a lot of information about this but too lazy to put it out because our lao people could careless about these things.

This means that the country will have to borrow massively in the hundred of billion of u.s. dollars. This however cannot guarantee that neighboring countries will by the electricity since energy, in many countries is considered to be part of national security. That is why most of the power stations in Laos are constructed bases on BOT (build, operate, and transfer) scheme. It a win for these countries because they have security because there is a guarantee supply of electricity for 25-30 years. Portion of the profit actually flow back to the buyer countries since the operators and investors are also from there. Laos will get money, and the infrastructures but what she does with it is not the problem of the operators or energy buyers.

Basicaly your comment is right, anyway the Government should think the priority of Lao People first it's mean that Government have to subside the price for Lao People, if not it will less meaning even though you build hundred of Dam due to Lao People who own the country get less benefit
