I would like to fault the police department. at least train police officers know how to speak the basic english with the tourist. look at the clip, the vietnamese tourist kept talking to the police in vietnamese because he assume that all lao police officers speak vietnamese.

The title of this clip is about fine for speeding limit but in the motion picture show that's not look like speeding pull over by cops to me. That's look like they set post to check the drivers I.D. and the proper registration of the cars or trucks. We can see all the the orange cones are sitting on he street to give the signal to all the driver of car to slow down and prepare to stop.
Lao traffic polices or highway patrols in Laos are way way behind to match with the international or developed country. At least one of them is speaking English to make conversation or speak with the foreigners.
