You know what, what you have mentioned in just a figure and not the real money the the recipient receive and distribute to help its people. There are many donors offer tied aid. the money that really go into Laos is lesser than what you thought, you know why, this is what so called TIED AID. these money go back to their own country through expert salary which is very quite high (some even reached thousand dolars), equipment must be purchased from the donors and some of money have to be used for the purchasing the vehicle that serve the foreign expert, and only small fraction of money left to ODA recipients.
please be more thorough and comprehensive in thinking, dont stay only at your corner, go out and learn from other perpective. Otherwise will your commments will hurt those who are innocent officer who sacrifice their life for the development of country.

I fully agree with the above comments, many lao nok think that corruption in Laos is from International Aid Projects, this is not true, do u know that International Aid Project they have very strick Financial Procedures and audited by International Experts and most of Projects also are managed by Foreign Experts, so very very difficult or even impossible to corrupt. If corruption is found the donors stop financing immediately, this so far never happen in Laos. I do agree that corruption is a big problem in Laos but not from this way, there are many many ways that bad people use to corrupt... thanks
