You can't blame every thing on the government. Their parents also has to do their parenting rolls of raising them also, in most cases people who live on the mountainious and rural areas are uneducated and too lazy to take care of their children and even if the government were to give them money to feed their kids it wouldn't make any differences!  In many cases the Hmong adults and even their elders are smoking opiums and they're too high to even think about their children/ grand children! It looks like the problem lies between a corropted government & careless populations that's holding back the country!!

I think whether is Hmong or Laos Lowlander Children would not make much different here. If the Lao-Gov willing to take the responsibilities to all the Laos Citizen, then must take the action to helps the poor people. Why US called Equal Opportunity?
I know life is not fair, but hey you are the Leader of the country must do something to help your own people beside robbing your own laos citizen for your family...so shame!!!

Your comments are very low appropriating and make me feel uncomfortable that you was blaming their parents. Non of any parents want their love ones to be poor and grew up with bad memory.

POVERTY is to blame!

POVERTY is came from bad adjustment by the Governments running the country. Many corruption happened in the Government party's members. Selfish Governments are the keys to create poverty for the nation, they are working for their own families and racing each other to gain more power and more money to be rich. If the governments are really working for the people and the nation, the poverty will be disappeared.

Uneducated people is the Government to blame. No money in the Government account to build the school and pay the teachers. The money from International fund are not even 20% reach the government bank's account, they have been gone by the wind and falling to many high rank governments pockets. 

Whenever the Governments are still selfish the poverty is still falling to the population.

I never discredit the gov. concerning the " CORRUPTION" problem in Laos OK !!!!
Lack of self motivation on the parents part can't be dismissed also, educated or not , rich or poor, at the end every body loses , but the children are the only victims due to the irresponsibility of the adults ! No body's  going to care about your kid more than you who are the parents! Can't smoke opium and sit around and wait for someone else to bath, clothes, and feed your kids! More less from a corrupted gov.!!!
