this my openion, how about lao over sea just pay teachers salary by donate $1 to $5 dollar each family every months in the US. and open account in lao Bank so that teachers can withdraw their salary very months. do you think it is good idea ? also we can create Trutee Fund for teachers. What is your idea?
So, how many teachers in Laos are you talking about ? 10,000/50,000 or 100,000 ? What is the average salary of those teachers ? Who will write the checks once those payments are collected ? and so on... Many more details are to be worked on to make sure that the money will go directly to those poor teachers instead of to some corrupt officials.

Not only teachers that Laos govt. owed them their salaries. All the govt. employees in the country sides ( Khet chonnaot ) even soldiers and polices received the other months payment, some time 3 months per one payment. Mostly " Bane Nork " teachers are local resident, their parents have land to grow rice, grow vegetables and raise fish to support their families. The govt. employees in the city or in the capital Vientiane received the salaries monthly because they have to pay for their living cost daily, weekly and monthly. They came from farmer families who have rice field and land to agriculture, they raise lives stocks, they have no bill to pay and they aren't worry what they are going to eat tomorrow.
