Non of Which one is the first. both must be developed togather. Goverment's job is to provide the facilities for instance: infastructures, schools, colleges, universities. a country can not develop with out its developed people but how can the people develope without such facilities above(School temple doesn't work anymore for 21st cetury?. It absolutely connect between country and its citizens. However it likely need developed people before developed country.
Laos government are producing more than a thousand educated of its people a year, but have no job for them. I see all the big projects are hiring only the foreigners investment companies and they are hiring their own country educated people, not Laotian. Educated Laotians are overloaded in Laos now, after graduated couldn't find any job, if they do but have money to pay for under table fee for getting hire for that job.

The people needed to be developed first so they can help their government developed their country, but their government have the responsibility of making sure that its people have jobs by making a mandetory for all the hire Lao people first before anyone else!

other countries they take care their people first , but not Lao Govt thoug , that's rigth each year Lao produce a thousand plus people in all institution like from national univers , private college and private vocational , but Lao Govt ignore or refuse put those graduate student to work , Lao Govt look for foreign company there the chance to get undertable $$$$ , instead of mandate them ( foreigner compay)to hire Lao people those who graduate , and most of the foreigner worker have to pay bribe certain percent of their salary to Lao official in order to retain the job in Laos that's corruption or just greed ?
