Not always! Because some business students can be entrepreneurs or running business on their own, while some of them have high grate probably be granted to scholarship to study in overseas and some University graduates might be teachers at colleges too. So, as long as many people are educated that is the good sign of human development.

I previously read somewhere that the government planned to allow 5000 to 7000 skilled workers from other countries into Laos to help the country's development. I couldn't find that article anymore.
If so then what's the usefulness and future of these young Lao? Getting a degree even without any useful skill needed for the country development? Can't they be salvaged and further trained to do the jobs the country really needs?
In all circumstances, having knowledge is better than not having knowledge. People with knowledge will be able to see opportunities and survive through this era's challenges.
In 2015, ASEAN countries will assemble as ASEAN Community of which one of mutual agreement is the free flow of professionals and skilled workers. If the university graduates are well-prepared (by practicing foreign language, pursuing their further/higher education -- Master Degree or Phd--, participating in seminars/vocational trainings to increase their know-how, or finding temporary job to gain experience), they will have chance to work somewhere else in this region -- and maybe -- in this world. The graduates can also run their own business in Laos first and then when ASEAN Economic Community is formed under the umbrella of ASEAN Community, it will be their chance to introduce their business to the larger market.

There 100 millions student graduated from China and Vietnam . So go for Phd and the field which are the real education such as math and physics .Science and technology are the real education which could turn Lao people to skill workers and transform Laos out out poverty just like Singapore and south Korea and Upper Austria.
