I would like to thank you this Anonymous who pointing out this concerned.

This has been a long term problem that need to be address and well educated for Loa

people in every locations and signs for NO LITTERING and garbage can should be

available in my ares as possible and lastly FINE! anyone caught littering, if can't pay

for the FINE then have that person do community work by picking up garbage for a

a wk 5 hrs per day for first time offender. Second time will be in jail for 6 moths. Let

see maybe this could make the difference.

I meant first time offend.

OFFEND= one who breaks/ violates laws

DEFENDER= a fighter who holds out against attack

I hope this help exsplain the differences between the 2 word for you.
