I think you are so prestimistic (should be optimistic)people. If you are academically and interpersonally good enough you can attend the exam to obtain scholarship like ADS, JDS and so on. There you will be treated equally and your result will permise you to study or go abroad as myself and other do. In fact I am very poor and no one scaffold me (I don't mean to show off but to tell you that fairness is still exist).
